After my cruise on the Mediterranean with the brand new Sky Princess ship in October 2019 I found myself lost in Athens. Definitely not my favorite city in Europe to hang out so I decided to catch a flight to Tallinn. Upon arrival I checked out the prices for buying a sim card at Tallinn Airport and while strolling through the city I hopped into the shops for you to find the best Estonia prepaid sim card in 2019.

As a full time travel blogger the first thing I do when arriving at a new country is to make sure I get online. The best way to do so is to buy a local sim card with data. All across Europe and at many airports I researched for the best local prepaid sim card: Finland, Norway, Italy, etc. But also at many airports: Oslo, Moscow, etc.

Estonia sim cards and traveling in Europe

Since summer of 2017 roaming charges in the EU are from the past and it is free to roam with most European sim cards at no extra costs. But be careful there are often still a bunch of restrictions.

When buying an Estonia sim card also ask the mobile internet provider if you can use your data allowance in other European countries. At the Telia and Tele2 shop it was a hard no!

Mobile internet operators in Estonia

There are 3 mobile internet providers that sell an Estonia prepaid sim card:

  • Telia
  • Tele2
  • Elisa

At Tallinn Airport they also offer a SUPER sim card for Estonia, but you won’t find any SUPER shops around the country.

To determine the best Estonia sim card I also had a look at the network coverage maps of all the mobile internet providers (source nperf.com). See the coverage maps below.

From the above maps we can clearly see that based on the network coverage Tele2 is the best Estonia sim card as they have the best available network.

Where to buy an Estonia prepaid sim card

When arriving at Tallinn Airport you can buy an Estonia sim card straight away. Walking out into the arrivals hall you will see a Kiosk shop on your right hand side. Here they sell 2 different Estonia prepaid sim cards for tourists: Tele2 and Super.

In the city you can also find several mobile shops that sells prepaid Estonia sim cards. In the shopping malls there are the official Tele2, Elisa and Telia shops that all sell Estonia sim cards.

You need to bring a passport to buy an Estonia sim card.

On top of the network coverage we also want to know how much an Estonia sim card for tourists cost. Therefore I went to all the mobile operator shops and this is what I found out.

Telia Estonia sim card

A Telia prepaid sim card costs €1 just for registration. You will have to buy a top up package which is pretty good.

  • €8 = 5 GB data in Estonia + €8 credit - valid for 30 days.

The €8 credit can also be used to activate your data allowance in Europe (€3). So basically for €9 you get 5 GB across Europe + €5 credit for calling and texting.

Tele2 Estonia sim card

At Tele2 they sell the following prepaid sim cards for Estonia.

  • €3,95 = 3 GB data in Estonia + 300 local minutes + 30 sms - valid for 30 days.

Your data package is not valid in the EU and there is no option to change that! Therefore a Tele2 Estonia prepaid sim card is a no-go for traveling in Europe.

Elisa Estonia sim card

At Elisa they sell 4 different Estonia prepaid sim cards, these are the 2 most relevant ones:

  • €8 = 5 GB data in Estonia + 600 minutes + 600 sms.
  • €15 = 15 GB data in Estonia + 600 minutes + 600 sms.

Both packages are for use in Estonia only (NOT in the EU) for 30 days. Also an Elisa Estonia prepaid sim card is a no-go for traveling in Europe.

Buying a sim card at Tallinn Airport

As I said before in the Kiosk shop at Tallinn Airport they also sell prepaid sim cards:

They sell two Tele2 sim cards for Estonia:

  • €3,95 = 3 GB data in Estonia + 300 local minutes + 30 sms - valid for 30 days.
  • €3,95 = 5 GB data in Estonia (data only - no phone number, you can’t call) - valid for 30 days.

On top of that they also sell a SUPER sim card for €1 which you will have to top up through their website. For €3 you get 1 GB data + 50 minutes + 200 sms.

Since you have to go online to add credit and activate it, it is a bit of a hassle and not worth it when you can buy a Tele2 sim card for cheaper that gets your more data and that is activated on the spot.

Best Estonia sim card

Based on the network we clearly saw that Tele2 Estonia was the best prepaid sim card. When you are planning to go off the beaten path on an Estonia road trip then I would recommend Tele2 Estonia.

When you are only visiting Tallinn for a couple days and just need internet I would also recommend you to buy a Tele2 prepaid sim card, but straight away at the airport as prices are the same as in the city.

When you are traveling from Estonia onwards to other countries in Europe then Telia is the best Estonia prepaid sim card. They allow free roaming in the EU and for €9 you get 5 GB data everywhere in Europe. Great deal!
